City Offers Loans for Affordable Housing Projects

The City of Wichita Housing Development Loan Program (HDLP) has recently changed its application process. With the change, application submittal requirements have been altered to allow housing developers to apply throughout the year.

HDLP provides funding for affordable housing projects that are located in targeted areas of the city. The City utilizes federal HOME funds to provide funding for projects. Assistance is provided in the form of low interest loans with flexible terms depending on the project. HDLP assistance must be used to leverage other sources of private and public project funding. Applicants for HDLP funding may be for-profit or nonprofit developers. Units assisted with HDLP funds must be occupied by low- or moderate-income households.

One focus for the program is downtown housing. Developments assisted must create affordable housing through reuse/redevelopment of under-utilized space in downtown buildings. The target area for downtown housing is an area bordered by Seneca on the west, Murdock on the north, Washington on the east, and Lewis on the south; excluding an area bordered by Broadway on the west, Lewis on the south, Santa Fe on the east and William on the north.

A second focus of the funding is to support the development of real estate that is idle or underutilized, and to provide needed housing for underserved populations. Projects may include new construction or rehabilitation projects for owner-occupancy and/or rental projects. The target area for this focus is I-235 to Hillside, Pawnee to 25th Street North, the remaining local investment areas, and immediately adjacent neighborhoods. Applications will be reviewed monthly and recommended for funding based on the project satisfying program intent and availability of HOME funds for HDLP.
