At approximately 4:45 a.m. on Sunday, June 16, 2002, Neil Riggs was walking eastbound in the median at Kellogg and Bonnie Brae streets. A witness observed Mr. Riggs being struck by a vehicle that was going eastbound on Kellogg.
Police believe that there were at least two other people at or near the scene at the time of the incident. One was a woman who was assisting the victim prior to EMS arriving. The other was a male who called shortly after the incident occurred. Police investigators would like to talk to both of these individuals, or anyone else who may have information relating to the incident.
