Instructions for Registering Alarm Users With the City of Wichita

  1. If the alarm business contracting with the alarm user to provide monitoring service is not the actual monitoring business, it will be necessary for the alarm monitoring business to coordinate the initial registration of the alarm user to decide which alarm business will register the alarm user and to make sure that an alarm user is not registered twice or missed in the initial current alarm user registration process.

  2. Prior to submitting the initial current alarm user registrations, the alarm business must complete an "Alarm Registration Block Permit Order Form" to order the estimated number of pre-numbered alarm user permit registration forms to keep in stock for new alarm user registrations. Immediately after the current alarm user registration information is prepared, the next alarm customer signed up for monitoring service will need to be registered on the pre-numbered alarm user permit registration form. The alarm business will complete the "Alarm Registration Block Permit Order Form", multiply the number of alarm user permit registration forms ordered by $10.00, and submit payment and the completed "Alarm Registration Block Permit Order Form" to the address provided on the form. A check or money order, payable to the City of Wichita, must accompany each "Alarm Registration Block Permit Order Form". Each alarm business will need to monitor their stock of alarm user permit registration forms to make sure they don't run out. "Alarm Registration Block Permit Order Forms" may be submitted at any time to order additional alarm user permit registration forms. A minimum of ten (10) alarm user permit registration forms must be ordered.

  3. The alarm business will prepare the required initial alarm user registration information for current alarm users either electronically on a floppy disk or CD, or in paper form on a "Current Alarm Customer Registration Application" form. (See "Types of Alarm User Registration"). Only those alarm users that request City of Wichita emergency personnel, as the first response to an activated alarm system, must be registered. Alarm users that request private security personnel as the first response to an activated alarm system are not required to be registered.

  4. The alarm business will complete the "Initial Alarm User Registration Cover Sheet".

  5. The alarm business will submit the "Initial Alarm User Registration Cover Sheet", the current alarm user registration information and payment for the registration in one of the following methods:

    1. If the "Initial Alarm User Registration Cover Sheet" and the properly submitted current alarm user registration information (floppy disk, CD, or paper form) is postmarked no later than December 14, 2001, payment for the initial current alarm user registration is not due until February 14, 2002. Payments must be postmarked by February 14, 2002. If the total payment due is not paid by February 14, 2002, all initial registered alarm users submitted by the alarm business will be classified as non-registered and the alarm business will be subject to the one hundred fifty dollar ($150) administrative penalty if the communications center is notified to dispatch to one of these non-registered alarm users. Alarm users will not be considered registered if the total payment due for the initial registration is not remitted by February 14, 2002.

      ------ OR ------

    2. If method one is not chosen, the "Initial Alarm User Registration Cover Sheet", the properly submitted current alarm user registration information (floppy disk, CD, or paper form) and payment in full for the initial current alarm user registration must be postmarked no later than January 9, 2002. If full payment is not included with the registration information due on January 9, 2002, the alarm users will not be registered and the alarm business will be subject to the one hundred fifty dollar ($150) administrative penalty if the communications center is notified to dispatch to one of these non-registered alarm users.

  6. After the initial current alarm user registration has been processed, the alarm business that submitted the registration will receive confirmation of the registration in one of two ways:

    1. If the initial current alarm user registration was submitted on a floppy disk or CD, a "permit number" column will be added to the floppy disk or CD and returned to the alarm business by January 16, 2002. This returned floppy disk or CD can then be used to transfer the permit number into the alarm business database.

      ------ OR ------

    2. If the current alarm user registration was submitted on paper form, a listing of registered alarm users, which indicates the assigned permit number, will be returned to the alarm business by January 16, 2002.

      Beginning February 1, 2002, the alarm user permit number, name and address will be required when contacting the Emergency Communications Center.

  7. After the initial current alarm user registration has been processed, the alarm user will receive a notification letter explaining that their alarm business has registered their alarm system with the City as per requirements in the City Alarm System Ordinance. A summary of the ordinance that includes the penalties and procedures of the ordinance will accompany the registration notice. This notification will take the place of requiring alarm businesses to obtain signatures from current alarm users to acknowledge that they are aware of the ordinance, the penalties and procedures of the ordinance, and that they know how to operate their alarm system.

    For all future alarm user registrations submitted on a pre-numbered alarm user permit registration form, a confirmation that the alarm user has been registered will be sent to the alarm business that purchased the block of permit registration numbers. If the alarm business contracting with the alarm user to provide monitoring service is not the actual monitoring business, it will be necessary for the alarm monitoring business to coordinate the registration of the alarm user to make sure that the alarm monitoring business receives the alarm user permit number and also knows that the permit number has been registered.
